Blackstone Valley Community Action Services Program
BVCAP is a non-profit agency and member of the nation-wide network of Community Action programs.  Their mission is to assist low income people and empower them to become self-reliant, responsible citizens.  Programs for seniors, which are funded through federal, state, and local grants, including Meals on Wheels and the Retired Senior Volunteer Program (RSVP).
