Safely Watching a Solar Eclipse

The Eclipse is coming! For the first time in almost four decades, the United States will be able to watch the Moon completely cover the Sun. Here in Rhode Island, we will have over 70% of the solar disk covered. How can we watch it? Is it safe to observe?
